White House Counterterror Chief: “Confrontational” Children Could be Terrorists

Obama adviser tells parents to be suspicious of their own kids

White House counterterrorism and Homeland Security adviser Lisa Monaco gave a speech this week in which she urged parents to watch their children for signs of “confrontational” behavior which could be an indication of them becoming terrorists.

During the speech at at Harvard University’s John F. Kennedy School of Government on Tuesday night, Monaco, who replaced John Brennan last year in overseeing the executive branch’s homeland-security activities, said that parents need to be suspicious of “sudden personality changes in their children at home.”

“What kinds of behaviors are we talking about?” she asked. “For the most part, they’re not related directly to plotting attacks. They’re more subtle. For instance, parents might see sudden personality changes in their children at home—becoming confrontational.”

Monaco lamented the fact that, “The government is rarely in a position to observe these early signals,” encouraging parents to act as watchdogs to detect radicalization in line with President Obama’s goal of combating homegrown extremism.

Over the last decade, the federal government has broadened its definition of what constitutes potential terrorism to such a degree that the term has lost all meaning and is clearly being used as a political tool to demonize adversarial political activism.

Indeed, only yesterday Senator Harry Reid caused outrage when he labeled supporters of Nevada cattle rancher Cliven Bundy “domestic terrorists”.

Although such tactics pre-date the 2009 release of the MIAC report, the Missouri Information Analysis Center document was perhaps the most shocking in that it characterized a whole swathe of conservative Americans as domestic extremists, including Ron Paul supporters, people who own gold and people who display political bumper stickers.

A Homeland Security study leaked in 2012 upped the ante even further, demonizing Americans who are “suspicious of centralized federal authority,” and “reverent of individual liberty” as “extreme right-wing” terrorists.

Lisa Monaco’s speech and the federal government’s track record in assailing both banal behavior and political activism as potential “terrorism” serves as a reminder that the war on terror has now been focused inwardly against innocent Americans, making it all the more harder to detect actual terrorists.

Kerry Agrees to Defuse Ukraine Crisis While U.S. Sends Military Aid to Junta

Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov reportedly reached “a compromise, of sorts,” on the situation in Ukraine. Meeting in Geneva, Switzerland, the top diplomats agreed that all parties in the dispute would refrain from “violence, intimidation, or provocative actions” and that all “illegal armed groups will be disarmed.”

 

Meanwhile, at the Pentagon, Secretary of Defense Chuck Hagel, during a joint news conference with the Defense Minister of Poland, Tomasz Siemoniak, said the United States will exacerbate the situation by providing “non-lethal military assistance” to the regime in Kyiv.

The material will consist of “health and welfare items and other supplies,” including medical supplies, helmets, sleeping mats, water purification units, shelters, small power generators, hand fuel pumps, and other items that will be used by the Ukrainian military. Last month, the Pentagon sent several hundred thousand meals-ready-to-eat (MREs) to the Ukrainian military.

“The United States continues to stand with Ukraine. And earlier this morning, I called Ukraine’s acting defense minister to tell him that President Obama has approved additional non-lethal military assistance for health and welfare items and other supplies,” Hagel said during the news conference.

The announcement came after the Obama administration put a stop to a previous aid commitment, including body armor and night-vision goggles.

Making a further mockery of the talks between Kerry and Lavrov, Senate Republican Leader Mitch McConnell said the United States should send lethal military aid to the coup.

“Here is what I would do: I would be sending arms to the Ukrainian army. I would encourage the European Union to expand and take in Ukraine… I would provide serious assistance to the Ukrainians so that they could defend themselves” against pro-Russian activists in eastern Ukraine, McConnell said.

McConnell also said the United States needs to confront Russia more forcefully.

“I would renew the discussions that the president just dropped, the idea of missile defense and the Czech Republic and Poland at the beginning of his term as a sort of a gesture to the Russians. I would reengage with the Pols and the Czechs and see if we can’t get missile defense back in those countries. All of those steps would indicate without sending in a single American soldier that the U.S. is serious in standing up to this kind of new form of Russian aggression,” he told a Kentucky radio station

 

Report: FBI Visiting Gun Shops to Investigate “People Talking About Big Government”

“If you see some Middle Eastern guy come in, you don’t have to be so worried about that”

FBI counterterrorism agents are visiting gun shops in South Carolina to investigate “suspicious purchases” made by people who talk about “big government,” according to a new report.

Author Brandon Turbeville says he was approached by an individual who works in a Columbia, South Carolina gun shop to relate the story of how an FBI agent entered the store on Monday, showed his credentials, before proceeding to ask a series of stunning questions.

Telling the gun store worker he was tasked with visiting all the firearms outlets in the local area to check on “suspicious purchases” for counterterrorism purposes, the agent then began discussing what in actual fact were “completely normal transactions,” such as, “paying with cash, purchasing long guns, and other similarly innocuous behavior.”

The FBI agent then reportedly made a shocking remark that almost seems too chilling to believe.

“If you see some Middle Eastern guy come in, you don’t have to be so worried about that. What we’re really looking for are people talking about being sovereign such as sovereign citizens or people talking about big government,” the agent reportedly stated.

Before the agent left the store, he handed the employee a flyer which lists paying with cash, buying in bulk, along with other seemingly innocuous behavior as suspicious activity.

While there’s little chance of verifying the story since the FBI would almost certainly deny the claim, the notion of FBI agents charactering innocuous activity as a potential indication of terrorism is firmly established in the federal agency’s own literature and training procedures.

The FBI has also repeatedly labeled those who identify as “sovereign citizens” to be domestic terrorists.

In 2012, we reported on how the FBI’s Communities Against Terrorism (CAT) program was instructing businesses that banal activities conducted by millions of Americans on a daily basis were potential indications of terrorist activity.

Flyers for the program being handed out to businesses such as Internet cafes even listed paying for a cup of coffee with cash as a suspicious activity.

A flyer aimed at Military Surplus stores also encourages owners to report people who “make bulk purchases of items to include….meals ready to eat”.

In total, there are 25 different CAT flyers aimed at businesses from across the spectrum – everything from hobby shops to tattoo parlors.

The flyer pictured above which was reportedly handed to the gun store worker by the FBI agent contains very similar language to that used in flyers produced for the FBI’s Communities Against Terrorism program.

OBAMA WARNS PUTIN AGAIN

President Obama put Russian President Vladimir Putin on notice Wednesday evening, warning that further actions to destabilize the interim Ukrainian government will result in consequences from both the United States and Europe.

In an interview with CBS News White House Correspondent Major Garrett , Mr. Obama said it was “absolutely clear” that Russia had violated Ukraine’s sovereignty and territorial integrity by annexing Crimea last month, and they continue to do so by supporting “non-state militias” in southern and eastern Ukraine.

Still, the White House has not abandoned diplomatic solutions. Secretary of State John Kerry traveled to Geneva Wednesday evening to prepare for four-party talks with European, Russian and Ukrainian officials.

Pro-Russia separatists take armor, humiliating Ukraine forces

KRAMATORSK/SLAVIANSK, Ukraine (Reuters) – Separatists flew the Russian flag on armored vehicles taken from the Ukrainian army on Wednesday, humiliating a Kiev government operation to recapture eastern towns controlled by pro-Moscow partisans.

Six armored personnel carriers were driven into the rebel-held town of Slaviansk to waves and shouts of “Russia! Russia!”. It was not immediately clear whether they had been captured by rebels or handed over to them by Ukrainian deserters.

Another 15 armored troop carriers full of paratroops were surrounded and halted by a pro-Russian crowd at a town near an airbase. They were allowed to retreat only after the soldiers had handed over the firing pins from their rifles to a rebel commander.

The military setback leaves Kiev looking weak on the eve of a peace conference on Thursday, when its foreign minister will meet his Russian, U.S. and European Union counterparts in Geneva.

Moscow has responded to the overthrow of Moscow-backed Ukrainian president Viktor Yanukovich in February by declaring the interim Kiev government an illegitimate gang of fascists. It has also announced its right to intervene militarily across the former Soviet Union to protect Russian speakers, a new doctrine that has overturned decades of post-Cold War diplomacy.

The EU took a step towards imposing tougher economic sanctions on Russia by informing its member states of the likely impact of proposed measures on each of them. Countries have a week to respond before the European Commission starts drawing up plans for sanctions on energy, finance and trade.

To keep the sensitive material from leaking, each of the 28 member states was told only of the expected risks its own economy would face. The information was handed to each EU ambassador in a sealed brown envelope.

Russia seized and annexed Ukraine’s Crimea peninsula last month, and its armed supporters have now taken control over swathes of Ukraine’s eastern industrial heartland.

Apparent Ukrainian troop defections escalate tensions in eastern Ukraine

DONETSK, Ukraine — Tensions escalated in eastern Ukraine on Wednesday, with pro-Russian gunmen storming City Hall in the sprawling city of Donetsk and a cluster of Ukrainian troops meant to be restoring order in the region apparently defecting to the side of separatists.

The events signaled a challenge ahead for the pro-Western Ukrainian government on the second day of its campaign to quell the restive east and came as Russian President Vladimir Putin warned that Ukraine was on the verge “of a civil war.”

A line of combat vehicles flying Russian flags rolled Wednesday morning into Slovyansk, a city of 120,000 where separatists have set up roadblocks since Saturday. One soldier named Andrei, speaking to the Associated Press, identified the men as part of the 25th Brigade of Ukraine’s airborne forces that had switched to the side of pro-Russian forces. The troops, in green camouflage and packing automatic weapons and grenade launchers, received a warm welcome from local separatists, AP said.

The report could not be immediately verified, and it was unclear whether the troops, if they did defect, were acting on their own free will.

Around 10 a.m. local time, a squad of separatists backed by seven masked gunmen in camouflage stormed the seat of Donetsk’s mayor and local council.

By Wednesday afternoon, more than 40 men, some masked and heavily armed, were occupying the building but still allowing workers and local officials to go about their business inside city hall.

Citing Russian Moves, NATO Plans New Deployments

BRUSSELS — The head of NATO pledged on Wednesday to immediately step up military patrols along the alliance’s vast eastern border in response to mounting evidence of Russian interference in Ukraine.

The announcement by Anders Fogh Rasmussen, the secretary general of the North Atlantic Treaty Organization, appeared to be another sign that the confrontation with Russia over Ukraine was becoming more acute. But Mr. Rasmussen emphasized that the move was designed to be a deterrent rather than preparation for conflict.

“Our decisions today are about defense, deterrence and de-escalation,” Mr. Rasmussen said in a statement posted on the NATO website. “NATO will protect every ally and defend against any threat against our fundamental security,” he said.

Even so, the moves represent a significant strengthening of NATO’s posture in a region where it is already operating an air-policing mission in the Baltic states and surveillance flights over Poland and Romania.

RUSSIAN FIGHTER JET BUZZES NAVY WARSHIP

WASHINGTON (AP) — A Russian fighter jet made multiple, close-range passes near an American warship in the Black Sea for more than 90 minutes Saturday amid escalating tensions in the region, a U.S. military official said Monday.

In the first public account of the incident, the official said the Russian Fencer flew within 1,000 yards of the USS Donald Cook, a Navy destroyer, at about 500 feet above sea level. Ship commanders considered the actions provocative and inconsistent with international agreements, prompting the ship to issue several radio queries and warnings.

The fighter appeared to be unarmed and never was in danger of coming in contact with the ship, said the official, who was not authorized to talk publicly by name about the encounter so spoke on condition of anonymity. The passes, which occurred in the early evening there, ended without incident.

BLOCKING PROPERTY OF CERTAIN PERSONS CONTRIBUTING TO THE SITUATION IN UKRAINE

By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.) (NEA), section 212(f) of the Immigration and Nationality Act of 1952 (8 U.S.C. 1182(f)), and section 301 of title 3, United States Code,

I, BARACK OBAMA, President of the United States of America, find that the actions and policies of persons — including persons who have asserted governmental authority in the Crimean region without the authorization of the Government of Ukraine — that undermine democratic processes and institutions in Ukraine; threaten its peace, security, stability, sovereignty, and territorial integrity; and contribute to the misappropriation of its assets, constitute an unusual and extraordinary threat to the national security and foreign policy of the United States, and I hereby declare a national emergency to deal with that threat. I hereby order:

Section 1. (a) All property and interests in property that are in the United States, that hereafter come within the United States, or that are or hereafter come within the possession or control of any United States person (including any foreign branch) of the following persons are blocked and may not be transferred, paid, exported, withdrawn, or otherwise dealt in: any person determined by the Secretary of the Treasury, in consultation with the Secretary of State:

(i) to be responsible for or complicit in, or to have engaged in, directly or indirectly, any of the following:

(A) actions or policies that undermine democratic processes or institutions in Ukraine;

(B) actions or policies that threaten the peace, security, stability, sovereignty, or territorial integrity of Ukraine; or

(C) misappropriation of state assets of Ukraine or of an economically significant entity in Ukraine;

(ii) to have asserted governmental authority over any part or region of Ukraine without the authorization of the Government of Ukraine;

(iii) to be a leader of an entity that has, or whose members have, engaged in any activity described in subsection (a)(i) or (a)(ii) of this section or of an entity whose property and interests in property are blocked pursuant to this order;

(iv) to have materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, any activity described in subsection (a)(i) or (a)(ii) of this section or any person whose property and interests in property are blocked pursuant to this order; or

(v) to be owned or controlled by, or to have acted or purported to act for or on behalf of, directly or indirectly, any person whose property and interests in property are blocked pursuant to this order.

(b) The prohibitions in subsection (a) of this section apply except to the extent provided by statutes, or in regulations, orders, directives, or licenses that may be issued pursuant to this order, and notwithstanding any contract entered into or any license or permit granted prior to the effective date of this order.

Sec. 2. I hereby find that the unrestricted immigrant and nonimmigrant entry into the United States of aliens determined to meet one or more of the criteria in subsection 1(a) of this order would be detrimental to the interests of the United States, and I hereby suspend entry into the United States, as immigrants or nonimmigrants, of such persons. Such persons shall be treated as persons covered by section 1 of Proclamation 8693 of July 24, 2011 (Suspension of Entry of Aliens Subject to United Nations Security Council Travel Bans and International Emergency Economic Powers Act Sanctions).

Sec. 3. I hereby determine that the making of donations of the type of articles specified in section 203(b)(2) of IEEPA (50 U.S.C. 1702(b)(2)) by, to, or for the benefit of any person whose property and interests in property are blocked pursuant to section 1 of this order would seriously impair my ability to deal with the national emergency declared in this order, and I hereby prohibit such donations as provided by section 1 of this order.

Sec. 4. The prohibitions in section 1 of this order include but are not limited to:

(a) the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any person whose property and interests in property are blocked pursuant to this order; and

(b) the receipt of any contribution or provision of funds, goods, or services from any such person.

Sec. 5. (a) Any transaction that evades or avoids, has the purpose of evading or avoiding, causes a violation of, or attempts to violate any of the prohibitions set forth in this order is prohibited.

(b) Any conspiracy formed to violate any of the prohibitions set forth in this order is prohibited.

Sec. 6. For the purposes of this order:

(a) the term “person” means an individual or entity;

(b) the term “entity” means a partnership, association, trust, joint venture, corporation, group, subgroup, or other organization; and

(c) the term “United States person” means any United States citizen, permanent resident alien, entity organized under the laws of the United States or any jurisdiction within the United States (including foreign branches), or any person in the United States.

Sec. 7. For those persons whose property and interests in property are blocked pursuant to this order who might have a constitutional presence in the United States, I find that because of the ability to transfer funds or other assets instantaneously, prior notice to such persons of measures to be taken pursuant to this order would render those measures ineffectual. I therefore determine that for these measures to be effective in addressing the national emergency declared in this order, there need be no prior notice of a listing or determination made pursuant to section 1 of this order.

Sec. 8. The Secretary of the Treasury, in consultation with the Secretary of State, is hereby authorized to take such actions, including the promulgation of rules and regulations, and to employ all powers granted to the President by IEEPA, as may be necessary to carry out the purposes of this order. The Secretary of the Treasury may redelegate any of these functions to other officers and agencies of the United States Government consistent with applicable law. All agencies of the United States Government are hereby directed to take all appropriate measures within their authority to carry out the provisions of this order.

Sec. 9. The Secretary of the Treasury, in consultation with the Secretary of State, is hereby authorized to submit the recurring and final reports to the Congress on the national emergency declared in this order, consistent with section 401(c) of the NEA (50 U.S.C. 1641(c)) and section 204(c) of IEEPA (50 U.S.C. 1703(c)).

Sec. 10. This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
